Project Overview

Emma Norton developed Restoring Waters, a new shelter for women and children, in partnership with Project for Pride in Living (PPL). The facility is part of the larger Highland Bridge development in Saint Paul and expands access to safe, supportive housing for vulnerable families.

The Challenge

NTH managed the build-out of Restoring Waters portion of the project with PPL managing the overall construction. Clear communication and collaboration was key to success.

How We Made It Happen

NTH established structure, clarity, and momentum. Acting as design and construction manager, NTH coordinated the project team, aligned stakeholders, and ensured decisions were clearly defined and executed. The team managed vendors, supported procurement, and advocated for Emma Norton’s priorities throughout the construction process. 

By bringing disciplined project management and a clear decision-making framework, NTH helped keep the project moving forward, resolve issues efficiently, and support a smooth transition into the new facility.

The Outcome

Restoring Waters delivered a purpose-built shelter that expands Emma Norton’s ability to serve women and children in need. The new facility provides a safe, supportive environment and integrates seamlessly with the broader Ford site redevelopment. The project strengthens the organization’s capacity to deliver critical services while supporting a smooth transition into its new space.
