Emma Norton developed Restoring Waters, a new shelter for women and children, in partnership with Project for Pride in Living (PPL). The facility is part of the larger Highland Bridge development in Saint Paul and expands access to safe, supportive housing for vulnerable families.
NTH managed the build-out of Restoring Waters portion of the project with PPL managing the overall construction. Clear communication and collaboration was key to success.

Acting as design and construction manager, NTH coordinated the project team, aligned stakeholders, and ensured decisions were clearly defined and executed. The team managed vendors, supported procurement, and advocated for Emma Norton’s priorities throughout the construction process.
